This fall, the City of Boston’s Water and Sewer Commission (BWSC) is carrying out a major water infrastructure improvement project in the downtown area, and Emerson College is within the scope of this work. The permitted work will take place from mid-September through mid-November 2025, between 7:00 p.m. and 5:00 a.m.

While the project itself is fully managed and scheduled by BWSC, the College is doing all it can to reduce the impact on our community. The College quickly assembled a dedicated project team and engaged an external construction consultant to serve as project manager. This team is advocating on behalf of the Emerson community by negotiating work schedules, sequencing high-impact activities, coordinating closely with BWSC and contractors, and monitoring progress through weekly updates.

Despite these efforts, some disruption is unavoidable. Water service may be temporarily shut off, construction noise may affect campus spaces, water may appear discolored when service is restored, and work schedules may be adjusted. Emerson remains committed to clear communication, minimizing disruption whenever possible, and supporting the safety and well-being of the campus community throughout this essential City project.

Frequently Asked Questions

Why is this work happening at night?

Boston Water and Sewer Commission (BWSC) schedules construction overnight to reduce daytime traffic and pedestrian impacts. This timing helps keep campus accessible during peak activity hours. BWSC has a permit to work from 7 p.m. through 5 a.m., so Emerson should anticipate overnight noise, which is a part of any construction project.

Who controls the work schedule?

The project schedule and scope are determined by BWSC. Emerson’s project team does not set the schedule, but works with BWSC and contractors to reduce disruption, advocate for the community, and communicate updates promptly.

How do I get information?

This webpage will be regularly updated with the work plan, and regular community updates will be emailed. If a service disruption or unexpected issue occurs, a RAVE alert will be sent by the Emerson College Police Department.

Will my building lose water?

Some campus buildings will temporarily lose water service during scheduled overnight work hours between 12:00 a.m. and 5:00 a.m. Emerson will share advance notices of affected locations and estimated times whenever possible. These outages are temporary and scheduled for overnight to minimize a larger impact.

How do I know when my water is OK to use after a shutdown?

It is normal for water to look cloudy or discolored after a shutdown, as sediment is stirred up in the pipes. Run the water until it clears before using it. Avoid using washing machines immediately after shutoffs, as the discolored water may stain clothing.

What is a fire pipe shutdown, and how does it impact me?

During fire system shutdowns, the sprinkler system in the building is temporarily offline while work is completed. This does not affect other water services in the building, so your daily routine should be able to continue as normal. The Boston Fire Department will be on-site from the time sprinklers are taken offline until they are restored, ensuring immediate response if needed.

Will construction be noisy at night?

Construction is inherently noisy, and permits allow work between 7:00 p.m. and 5:00 a.m. However, at Emerson’s request, the most disruptive heavy work (utilizing the louder machinery) is scheduled before midnight. Ultimately, BWSC determines what work is necessary at each stage. We know this can be disruptive, and we appreciate your patience.

What has BWSC done to lessen impact on Emerson College?

The City has assigned two crews for the initial phase, which is the most disruptive, to expedite progress. The construction company will also cut pipe sections  off-site to limit noise and will take steps, when possible, to reduce disruption.

When will this work be over?

BWSC is moving expeditiously and the work is estimated to conclude mid-November though schedules may shift as the project progresses.

This project timeline allows the waterline crossover to be connected to the temporary bypass system. As with any large-scale infrastructure effort, progress will remain weather-dependent and subject to change if conditions require.

Work on this project is restricted to 7:00 p.m. to 5:00 a.m., with quiet work observed between 11:00 p.m. and 5:00 a.m. This schedule reflects the City’s effort to balance construction needs with the well-being of our campus community and neighbors.

Domestic Water Shutdown will mean no running water in the affected building, while a Fire Pipe Shutdown will temporarily take fire protection systems offline. To ensure safety during these impairments, the Boston Fire Department will be on site monitoring throughout.
